Entrevista a Daniel Yofra, Secretario General de la Federación de Trabajadores del Complejo Industrial Oleaginoso, Desmotadores de Algodón y Afines de la República Argentina.
EZ.- ¿Cómo cree que va avanzar el gobierno en una reforma laboral? ¿Cuáles son los aspectos centrales que le interesan a la administración de Macri?
DY.- Existen dos maneras para que el Gobierno apruebe estas reformas y las dos coinciden en tanto requieren de cierto consenso. Algo extraño está ocurriendo en la sociedad, y es que si bien “ganaron” las últimas elecciones, los trabajadores están desilusionados. En primer lugar por las promesas incumplidas de campaña (la quita del impuesto a las ganancias, el pleno empleo, etc.). Cada vez a más trabajadores le afecta el impuesto a las ganancias, la desocupación se va incrementando mes a mes, el tarifazo afecta sensiblemente a la clase trabajadora, que en su gran mayoría tiene un salario de hambre producto de que están mal representados por sus dirigentes que han negociado salarios a la baja o, peor aún, ni siquiera están registrados. En segundo lugar, no menos importante, está la cuestión de la clase política, que a lo largo de estos últimos treinta y cuatro años de democracia ha dejado al descubierto su poco reparo a la hora de votar la quita de derechos a los trabajadores. Sin duda lo que le interesa a este gobierno es restarle poder a los trabajadores en favor de las patronales. Y éstas han hecho lo necesario para que hoy gobierne otro patrón.
EZ.- ¿Qué sectores de la estructura productiva cree que le interesan al gobierno para avanzar en una flexibilización de las relaciones laborales y sindicales y en el abaratamiento de los costos laborales?
DY.- No quedan dudas de que en estos dos años de gobierno las patronales han gestionado para que el gobierno responda a su favor, algo que de hecho está haciendo a pasos agigantados. Supongo que le interesan los sectores con más rentabilidad, que le dejan mayor liquidez al Estado. Hace quince años que discuto paritarias salariales con las patronales y el costo laboral es un punto dentro de un listado de diez razones por las cuales se oponen a aumentos. El resto siempre fueron reclamos para los gobiernos de turno. Los balances de las empresas siempre han demostrado, por lo menos en nuestro sector, que el costo laboral es ínfimo, que oscila entre un 5% en las PyMES hasta un 0,5% en las agroexportadoras. No existe empresa que sea incapaz de pagar un salario mínimo, vital y móvil (tal como lo establece la Constitución Nacional en su art.14 bis o la Ley de Contrato de Trabajo en su art. 116). Y si la hay, debe presentar balances contables que demuestren que no lo puede hacer. Acá el problema no es el costo laboral sino la lucha de clases. En estos dos años de gobierno, ha quedado demostrado que su programa político y económico tiene como objetivo empeorar las condiciones para la clase trabajadora y mejorar la rentabilidad de los empresarios.
EZ.- ¿Cuáles son las condiciones en las que se encuentra el movimiento obrero argentino para resistir una reforma laboral? ¿Cómo ve a las dirigencias sindicales (CGT, CTA, ambas)? ¿Y a las bases?
DY.- Este gobierno patronal, después de haber estudiado muy bien la situación, dejó al descubierto las debilidades del movimiento obrero y sus representantes. La gran mayoría de los sindicalistas que integran la dirigencia nacional están más atentos a la directiva que le bajan los partidos políticos a los cuales pertenecen que a escuchar los reclamos y las necesidades de clase trabajadora. La falta de democracia sindical, responsable de que los mismos dirigentes se encuentren al frente de las centrales durante más de treinta años, le facilita al gobierno de turno el avance sobre los derechos laborales de los trabajadores. El 75% del triunvirato está compuesto por dirigentes que han “negociado” con distintos gobiernos, con las consecuencias nefastas que implicó para los trabajadores y las trabajadoras; es difícil entonces pensar que van a ofrecer resistencia para que no salga la reforma laboral. Aunque no termine saliendo completa como quiere el gobierno, terminará perjudicando a los trabajadores. Las bases, en su gran mayoría, no están concientizadas debido a lo que comentaba anteriormente; de lo contrario no estaríamos hablando de estos dirigentes, ni de este gobierno. Por eso los aceiteros y desmotadores de algodón hemos impulsado una reforma en el Estatuto de nuestra Federación, que permite a todos los trabajadores elegir a sus dirigentes nacionales, así como también poder postularse y armar su propia lista. Y la experiencia fue excepcional.
EZ.- ¿Cree que es posible una reforma al estilo brasileño? ¿Por qué?
DY.- Desde mi punto de vista lo veo difícil… el movimiento obrero brasileño está varios pasos adelante en lo que a flexibilización laboral respecta. Desde hace mucho tiempo, si bien no conozco en profundidad el proceso, distintos dirigentes vienen lamentándose de la pérdida de poder que sufre la clase obrera en Brasil hace varios años. Un caso emblemático es la utilización indiscriminada del sistema de contratistas en tareas habituales de la actividad e incluso en el Estado. Aplicar el sistema de precarización, llamado “de contratistas”, implica un debilitamiento enorme para las fuerzas obreras: no solo hay precarización, trabajo en condiciones infrahumanas y bajos salarios, sino también genera una sensación de inseguridad y temor a perder la fuente de trabajo en cada trabajador, lo que trae como consecuencia el sometimiento constante por parte de la patronal. Queda casi descartada, así, la posibilidad de una reacción colectiva, de una huelga, para resistir a una reforma. Salvando las distancias y dejando de lado todas las críticas que se le pueden hacer a la dirigencia sindical de nuestro país, estamos lejos de que eso ocurra. Más allá de que se aprueben algunos puntos y de que, si de nuestros gobernantes dependiera, nos llevarían sin dudarlo a las peores condiciones laborales posibles, casi esclavos.
