Actualmente se encuentra en discusión en el Congreso de la Nación el proyecto de la oposición que plantea la suspensión de los aumentos tarifarios de los servicios públicos y la retrotracción de los montos a valores de Noviembre del 2017.
Desde los sectores económicos y políticos afines al Gobierno Nacional, se defiende a capa y espada la necesidad imperiosa de realizar el ajuste de precios, y acusan de irresponsable y oportunista la propuesta opositora. Sin embargo ¿cuáles son los argumentos que esgrimen estos férreos defensores de la eficiencia económica?
De acuerdo con los susodichos, existen en líneas generales tres argumentos que justifican la necesidad de los aumentos: En primer lugar, el gasto desmedido que supone para el Estado sostener altos niveles de subsidio energético, en un contexto donde reiteradas veces el Poder Ejecutivo planteó la necesidad de terminar con el déficit fiscal; en segundo lugar, los pobres incentivos que se generan a la producción a partir de una estructura de precios definida políticamente; y, en tercer lugar, las distorsiones en el consumo – derroche – fruto de precios relativos demasiado baratos.
Respecto del primer argumento, podemos remitirnos directamente a un organismo que no podría ser acusado de ser aliado de la economía heterodoxa: el Fondo Monetario Internacional [1], que en 2015 publicó un informe comparando el gasto en subsidios de cientos de países del mundo. En dicho trabajo se puede constatar que mientras el promedio mundial de subsidios energéticos consistía en ese año en 640 dólares por habitante, llegando a superar los 2000 dólares por habitante en los casos de países con mayores niveles de gasto como EEUU o Rusia. Para el caso de Argentina, estos alcanzaban meramente los 413 dólares por habitante, monto que incluso es menor al caso de Chile donde alcanzaban los 515 dólares por habitante. Se puede responder que aun así, Argentina se ubica entre los que mayores montos gastan dentro de la región (América Latina y el Caribe), pero esto se explica en gran medida por razones de orden geográfico: la mayoría de las economías latinoamericanas cuentan con climas más cálidos. Por eso, son los subsidios destinados al gas los que tienen el mayor peso para nuestro país (¡nada menos el 51%!). Si eliminamos esta variable encontramos que Argentina pasa a estar por debajo del resto de las economías más importantes en términos de PBI de la región: Brasil, Colombia y México.
En cuanto a la cuestión de la producción, los ideólogos neoliberales explican que el aumento de tarifas hará fluir las inversiones privadas al sector, teóricamente debido a la reducción de riesgo que implica un precio librado al mercado frente a un precio dependiente de las decisiones políticas de los funcionarios [2]. Este argumento no es otra cosa que el reflejo de la matriz de pensamiento liberal, según la cual las inversiones del sector privado dependen más de la confianza y las expectativas que de las concretas posibilidades de expansión que derivan del crecimiento económico, el aumento del consumo y la demanda agregada. Bajo la misma idea siguen esperando la famosa lluvia de inversiones prometida en la campaña electoral del 2015, mientras que los capitales internacionales huyen del país ante el desastroso manejo de la economía. Esto se puede constatar a partir de los datos de gas y petróleo donde vemos que a pesar de los incrementos de tarifas ya aplicados en 2016 y 2017, las inversiones petroleras cayeron un 11% el año pasado y la producción de gas natural se desaceleró alcanzando apenas un incremento del 1,8% entre octubre del 2016 y octubre del 2017 [3].
Finalmente, en lo respectivo al supuesto derroche fruto de las tarifas subsidiadas, nos podemos remitir al estudio de Chévez, Discoli y Martínez [4]. Los autores realizan una investigación exhaustiva donde estudian el consumo del gas natural entre 1993 y el 2012, en la cual encuentran que la demanda de gas es inelástica respecto a cambios tarifarios y al nivel de ingreso de la población (esto es, el consumo resulta poco sensible a cambios en estas variables), y depende fundamentalmente de factores climáticos, tal y como afirmamos anteriormente. El resultado del estudio muestra que en esos 19 años el aumento del consumo fue del 5,29%. Para sumar robustez a este resultado, hacen un estudio del caso particular de la ciudad de La Plata donde verifican que a pesar de que la tarifa en términos reales disminuyó sensiblemente entre la década de los 90 y la década posterior, no existe una correlación en aumentos del consumo de la población.
Entonces ¿si ninguno de los datos señalados respalda las hipótesis del Gobierno sobre el aumento de las tarifas energéticas, por qué se asumen los costos políticos de incrementarlas?
La respuesta a esta pregunta fundamental la encontramos cuando miramos qué sucedió con los balances de las empresas energéticas ante los aumentos de 2016 y 2017. Haciendo un repaso más o menos breve de los balances del 2017 [5] encontramos que para EDENOR los ingresos se incrementaron de 13.080 a 24.340 millones de pesos, Transportadora de Gas del Norte acumuló ganancias por 842 millones de pesos frente a una pérdida 259 millones de pesos en el año anterior, Transportadora de Gas del Sur obtuvo ganancias por 2.793 millones de pesos, aumentando en un 300% sus beneficios del período anterior, Central Puerto – generadora eléctrica – tuvo ganancias por 3.111 millones de pesos, frente a 2.100 millones en 2016 y Metrogas pasó de una pérdida por 604 millones de pesos a una ganancia de 775 millones. A esto se suma el fenomenal incremento de los valores bursátiles de estas y otras empresas que se multiplicaron entre 3, 4 y 5 veces.
Sin embargo, si estas ganancias no se correlacionan con aumentos en las inversiones o la producción ¿de dónde provienen? No es otra cosa que una masiva transferencia de ingresos desde los sectores trabajadores que pagan con la caída de su salario real, y de las Pequeñas y Medianas Empresas, quienes son las principales responsables de la generación de empleo urbano.
Mientras el Gobierno se basa en una meta de inflación del 15% para intentar ponerle un techo a las paritarias, fogonea una inflación ya de por sí difícilmente controlable con los exorbitantes e injustificados aumentos de las tarifas. No queda mucho para decir: El intento de ajustar el precio de los servicios públicos no responde a una estrategia de desarrollo nacional y mucho menos a una búsqueda por corregir supuestos desequilibrios heredados: se trata de un proyecto político económico de transferencia de ingresos hacia los capitales concentrados que sostienen políticamente a la Alianza Cambiemos.
