Se activaron nuestros reflejos ante los símbolos del trauma. Pero no estamos en 2001. De todos modos, lo importante aquí es lo primero: el significado y la potencialidad política de que se activen esos reflejos. Por eso creo que, en lo inmediato, acudir a un préstamo de FMI expresa dos fracasos de Cambiemos: por un lado, blanquea un fracaso económico; y por otro, abre un segundo posible fracaso, de tipo político.
Respecto al fracaso económico, con el déficit comercial más grande de toda la historia económica nacional, era cuestión de que un mínimo cambio hiciera que los llamados “dólares-falopa” que entraron por endeudamiento en 2016 y 2017 se volvieran a ir -o que dejaran de entrar un instante-, para desnudar que no había con qué sostener las reservas desde adentro. Se trató de anabólicos financieros que no estuvieron sostenidos en otra cosa que el endeudamiento del Estado, a cuenta de un futuro que, por la propia política de Cambiemos, haría más difícil afrontar los compromisos.
Esto se vincula a varios problemas más. Porque si bien el gobierno emprendió una política anti-laburante y pro-capital en general, a la vez atendió más específicamente a las demandas de un grupo bastante selecto de grandes capitales. Tal vez no haya sido el grupo de capitales más indicado para equilibrar la macro-economía en los términos en los que el propio gobierno dice querer hacerlo. Es decir, para “atraer inversiones del exterior”. Pero eso no lo podían controlar porque estaba en su naturaleza.
Sucede que el aumento de las tarifas, tasas y rentas para un grupo de monopolios parasitarios de los servicios públicos, los agronegocios, las finanzas y la energía, encarecieron mucho a la Argentina. En primer lugar, para sus propios habitantes: medido en dólares, el país tiene uno de los salarios mínimos más altos de Latinoamérica, pero con ese dinero ningún trabajador resuelve prácticamente nada. Es caro para el capital, que pide bajarlo aún más; y terriblemente insuficiente para los laburantes, que pedimos subirlo. Ese es el frente de las paritarias. Una manera de descomprimir esta tensión podría ser abaratarle la vida a la gente bajándole el costo de vida. Por ejemplo, con servicios, vivienda y alimentos más baratos. De modo que, con la misma cantidad de dólares que recibe del capital, un laburante acceda a más cosas, porque las cosas son más baratas.
No vamos a analizar aquí porqué esto no funcionó durante el kirchnerismo ni si era sostenible tal y como se hizo, pero algo de eso había en la idea de subsidiar las tarifas, de lo cual Cristina llegó a decir ante grupos empresarios que “parece un subsidio a los trabajadores, pero lo que estamos subsidiando es a ustedes, al capital, porque estamos abaratando la mano de obra”. El hecho es que ahora no sólo está pasando todo lo contrario –pasamos de que el Estado subsidiara con déficit y deuda pública las ganancias extraordinarias de los monopolios energéticos a que el macrismo nos las haga pagar directamente a los laburantes-, sino que el gobierno también está encareciendo los mismos rubros para la inversión “productiva” de cualquier sector del capital nacional o foráneo que se intentara atraer. Ese es el frente de las tarifas. Al que hay que sumar el de las tasas de interés. Que por si es necesario aclararlo, aunque estén por las nubes no están frenando la inflación.
De modo que los dólares que llegaron no se establecieron –al menos- por un ciclo relativamente prolongado o estable de acumulación. Fueron deuda para sacar riquezas del país, en el marco de una economía que en términos generales no es muy rentable. Por eso, en definitiva, esos “dólares-falopa” los proveyó el Estado para que los privados pudieran pasar por ventanilla y sacar sus ganancias o inversiones en una moneda depositable en una cuenta a miles de kilómetros de Buenos Aires. Es casi un problema de traducción: luego de haber ganado plata en castellano, hay que sacarla del país en inglés, para que te la entiendan afuera. Por eso es deuda para fugar capitales, no para volver a “invertir”. Y por eso mismo, es difícil de pagar: porque no alimenta un nuevo ciclo de acumulación con el cual afrontarla, sino todo lo contrario.
Y aquí viene el enlace entre el laberinto económico y el fracaso político: todo se hace en nombre de cosas que el gobierno no logra, de éxitos que no están pasando. Y eso, ya a casi tres años de gobierno, hace crisis. Independientemente de si fueron “herencia” o no, Cambiemos no resuelve, sino que empeora temas sensibles al bolsillo popular. Supuestamente, los sacrificios que se le pidieron a los sectores populares eran para frenar la inflación y encarar de una vez un futuro mejor. Pero la inflación no para y por momentos es superior a la que se registraba durante el kirchnerismo. Herencia o no, ahí hay un tema que se empieza a intuir, de mínima, como una incapacidad.
Ya un poco más lejos de la percepción popular, pasa lo mismo con los “déficits”: se echa gente del Estado y se recortan presupuestos en temas sensibles, pero el “déficit” fiscal crece, lo mismo que el comercial. Y el endeudamiento los sigue como su propia sombra. Hasta que se corta. Y eso se hace visible a través de la crisis del dólar: el peso se sigue desvalorizando, abaratando al país para el capital extranjero, pero encareciéndolo para los que subsistimos aquí. El pueblo registra su propia historia económica y sabe que si el dólar escapa al control del gobierno es un mal síntoma.
Pero como si hiciera falta un ingrediente más para alimentar la percepción popular de que esto finalmente no está cerrando, aparece el símbolo inequívoco del FMI, asociado a los peores capítulos, aún frescos, de la historia nacional. Sabemos que eso no es «futuro». Que eso es pasado. Y del peor. Pasado traumático. Ese que activa la memoria desde el sentimiento y genera reflejos defensivos casi incontrolables. Luego de las imágenes que produjimos y vimos en el Congreso en diciembre del año pasado, probablemente este, el del FMI, sea un quiebre político trascendental en la mística de «futuro» de Cambiemos.
Aunque no estemos en esas instancias, las nubes de la memoria popular giran todas irremediablemente alrededor del 2001, como una tormenta en formación. Y si eso es así, si Cambiemos empieza a perder el futuro (ese a cuenta del cual nos propuso confiar en su comando), será acaso lo más importante de todo lo que está pasando. Como hizo en el terreno económico, el gobierno organizó la política en base a una deuda que tampoco está pudiendo pagar. Tiene un año y medio más para resolverlo. Y nosotros también.
