En esta serie de entrevistas pretendemos indagar sobre el estado de las relaciones laborales, tanto individuales como colectivas, en el que nos encontramos como campo popular desde la asunción del gobierno de Cambiemos en diciembre de 2015. Para ello dialogamos con cuatro destacados compañeros que, cada uno desde su punto de vista, dan cuenta de las claves de la reforma laboral propuesta por el gobierno.
Nos interesa abordar especialmente la reforma laboral, la previsional y la fiscal de manera conjunta, entendiéndolas como una parte sustancial de una ofensiva de largo aliento del capital contra el trabajo. Ofensiva que encuentra sus orígenes a nivel global en la década del setenta y que hoy es impulsada tanto por el capital internacional como por los organismos de crédito (el FMI y el Banco Mundial). El neoliberalismo no comenzó con la llegada de Macri a la presidencia; la pérdida de derechos laborales para los trabajadores y las trabajadoras no es una novedad ni aquí ni en la región. Cierto es que esta ofensiva ha tenido avances y retrocesos, se ha movido por oleadas, pero en el largo plazo no ha sido revertida, a pesar incluso del ciclo de gobiernos progresistas o de izquierda que irrumpieran en la escena latinoamericana luego del derrumbe de las experiencias conservadoras de los ’90.
Las fracturas operadas en el mercado de trabajo producto del abaratamiento del costo laboral, posibilitado éste por la incesante tercerización de los trabajadores, la deslocalización de los procesos productivos y la desregulación de la normativa laboral –en definitiva, por los cambios operados en la división internacional del trabajo-, constituyen aspectos centrales en los cuatro diálogos.
Otro tema recurrente viene dado por las diferencias y similitudes entre el caso brasileño y el argentino, en tanto las reformas ya sancionadas en el país vecino funcionan como factores de presión, como correa de transmisión del capital internacional para la réplica de estas modificaciones en los territorios nacionales circundantes.
Sin embargo, es preciso resaltar también que en todas las conversaciones la capacidad de resistencia de la clase obrera argentina aparece como una de las diferencias más significativas a la hora de comparar procesos. No obstante la importante fractura sufrida como corolario de la precarización laboral durante los años ’90, la capacidad organizativa tanto del sector formal como del informal, la disposición a la lucha de los y las trabajadoras –muchas veces aun a contramano de las dirigencias sindicales-, surgen como elementos ineludibles en el análisis y como el principal obstáculo con que puede toparse el capital para consolidar el avance descarnado que se iniciara hace dos años.
