Fabio Frosini se doctoró en Filosofía por la Universidad de Bari y se desempeña como investigador del Dipartimento di Studi Umanistici de la Universidad de Urbino “Carlo Bo” (Italia). Es director de la Ghilarza Summer School (Escuela internacional de estudios gramscianos) y miembro de la comisión científica de Edición Nacional de los escritos de Antonio Gramsci (Italia). El Doctor Frosini es considerado uno de los principales referentes contemporáneos sobre el pensamiento y la obra de Antonio Gramsci a nivel mundial.
En el mes de junio de 2017 Frosini visitó la Universidad Nacional de La Plata para dictar el curso de posgrado “La política y el poder en el Estado de masas: un análisis de los Cuadernos de la cárcel”. En este marco, Debates Urgentes quiso conocer el trabajo que está realizando en Italia sobre la obra de Gramsci, su opinión sobre la recepción de la misma en América Latina y la vigencia de su pensamiento para la praxis política en la actualidad.

DL: En primer lugar Fabio, nos gustaría que nos cuente ¿cómo se está estudiando hoy a Gramsci en Italia, en qué líneas de investigación se está avanzando y qué trabajo específico se encuentra realizando usted en la actualidad?
FF: En Italia hay un ciclo de estudios gramscianos cuyo comienzo se puede determinar más o menos a principio de los años 1990, que es al mismo tiempo, el principio de una fase de reacción a una crisis de toda una etapa anterior. En esta etapa previa las lecturas gramscianas tenían relación con un partido político:el Partido Comunista Italiano. En paralelo al proceso de crisis de dicho partido en los 1980, los estudios gramscianos fueron perdiendo relevancia en el campo político. Pero, a su vez, paralelo a este proceso, un grupo de académicos empezó, de a poco, a trabajar nuevamente sobre Gramsci desde métodos diferentes. Hay dos episodios importantes en este sentido, uno es la fundación de la International Gramsci Society (IGS) a nivel mundial, y específicamente, su sección italiana. Y la otra es la inauguración de la Edición Nacional de los escritos de Gramsci.
La International Gramsci Society, es una sociedad de estudiosos de Gramsci que libremente se asocian para poder compartir sus investigaciones. En Italia la IGS empieza a organizar varios ciclos de seminarios que comienzan hacia el final de la década de 1990 y los principios del nuevo siglo; y que tienen todos esta marca común de volver a Gramsci. Después de todas las crisis, el campo de las interpretaciones estaba como saturado. Por esto, decidimos volver a los textos de Gramsci con un método nuevo. Un método más científico, riguroso, que ha privilegiado sobre todo a los Cuadernos de la cárcel. El Gramsci de los escritos políticos y periodísticos, el Gramsci periodista y el Gramsci dirigente político, no se ha estudiado todavía como se han estudiado los Cuadernos. Y esto es un límite.
Y el trabajo en una nueva edición nacional, constituye un avance muy importante porque es el Estado italiano quien decreta que Gramsci es un autor nacional. Hay una financiación pública y se arma todo un equipo complejo de muchísimas personas, que van trabajando desde principio de los 1990 y que aún hoy estamos trabajando. Yo me encuentro metido en esta empresa de realizar una nueva edición por completo de los escritos de Gramsci. O sea, los escritos políticos y periodísticos, epistolarios y los Cuadernos. Y esto enmarcado en la búsqueda de hacer de Gramsci un clásico, un autor como Giambattista Vico, Dante, Maquiavelo, en el sentido que el Estado lo ubica como un autor que es representante de la nación italiana.
Entre el desarrollo de la IGS y el trabajo en la nueva edición nacional, se están formando nuevas generaciones de estudiantes, nuevos investigadores y se ha establecido un método de lectura de los textos. Se están editando los escritos de Gramsci, teniendo en cuenta mucho más que antes el contexto en el cual ellos nacen. De esta manera, creamos las bases para una nueva integración global de los escritos de Gramsci, mucho más relacionada con su historia, con su contexto. Pero esto aparentemente genera un alejamiento de Gramsci de la actualidad, ¿no? Antes se leía a Gramsci directamente como un autor que podía aportar herramientas útiles para intervenir en la coyuntura política contemporánea. Hoy aparentemente se tiende a colocar a Gramsci en su contexto, alejándolo un poco de la actualidad. Estas son las características de las dos líneas de investigación principales. Hay una tercera línea que es el Gramsci que ingresa a Italia desde el exterior. Después de que se ha difundido en el mundo su pensamiento. El mismo se ha alimentado de otras corrientes de estudios como son los estudios culturales o los subalternos y se ha mezclado con elementos nuevos que no eran originarios de su cultura política, de su cultura en general y ahora es un autor de moda. Hoy se habla mucho de Gramsci, incluso en los periódicos, se ha vuelto a hablar de la hegemonía, sobre todo de hegemonía cultural. Se ha vuelto a hablar de los intelectuales, de la idea de periodismo integral, de lo subalterno. Hay categorías que son nuevos ejes de la lectura de Gramsci que antes no lo eran. Sobre todo, la de subalternidad, es una dimensión que se ha descubierto después de los estudios de la Escuela de Calcuta, no antes.
DL: Cuando el Estado define que Gramsci se constituya en un clásico de la literatura italiana: ¿no cree que es una operación para ubicarlo como un autor del pasado y que no sea una herramienta subversiva para el presente? Es decir, ¿cómo analizan ustedes la iniciativa “desde arriba”, desde el Estado, de incorporar a Gramsci a la literatura nacional como un clásico?
FF: Sí entiendo y en principio estoy de acuerdo. Pero hay que decir que cada instrumento se puede utilizar de varias maneras. Yo he dicho antes, justamente, que hay una idea de “clasicidad” de Gramsci que es como “ponerlo en su sitio”. Pero yo creo que esto puede dar resultados sorprendentes. Considero que cuanto más se conozca a Gramsci en su tiempo, tanto más gana en actualidad. Esta es mi posición, no pretendo que sea la posición de todos los que trabajan en la Nueva Edición Nacional. Es más, diría que es bastante minoritaria.
¿Por qué creo que de esta manera gana en actualidad? Porque si por un lado vamos descubriendo al analizarlo en su contexto, que Gramsci al final es un hombre de sus tiempos, con sus límites, sus prejuicios, incluso en algunas cosas bastante atrasado (por ejemplo, toda la cuestión del género para él no existe; o existe de una manera totalmente del siglo XIX), por el otro, sin embargo, en muchísimas cuestiones sus estudios fueron de increíble avanzada para la época. Principalmente en su manera de hacer filosofía, en su manera de hacer análisis político y de conectar ambos planos.
Es decir, de pensar a la filosofía como un momento de la estrategia política, no de manera instrumental sino de manera orgánica. Además, Gramsci ha conseguido llegar a una visión global del mundo que es muy actual. Ha descubierto ciertos rasgos de la estructura societal que se han ido formando desde principios del siglo XX, que son elementos muy actuales. Muchas dimensiones de sus análisis llegan hasta hoy, no en los detalles, pero seguramente en la caracterización de los rasgos estructurales de la sociedad, y sobre todo en la relación de esta con el Estado.
Esta nueva dimensión que se va formando, imponiendo en Europa, también en Estados Unidos, principalmente entre los años 1920 y los años 1930, es algo que llega hasta hoy. Solo gracias a un trabajo muy contextual, sin la pretensión de utilizar esas categorías de manera inmediata, mediándolas con los acontecimientos de nuestro tiempo, podemos enfocar elementos que estructuralmente están todavía aquí entre nosotros.
DL: En esta vuelta que ustedes están realizando a los Cuadernos de la cárcel, ¿qué nuevas dimensiones en términos generales están observando que la edición crítica de Valentino Gerratana no logró visualizar en su momento?
FF: Gerratana todavía consideraba su edición, como algo que estaba a la mitad entre una edición crítica y una edición militante. Para él era, a la vez, importante volver al texto cómo era realmente y editarlo de una manera rigurosa, pero al mismo tiempo no exagerar en esto para no dar la impresión a los militantes que era un texto inaccesible. Tenemos que pensar que su trabajo lo desarrolla en los años 1960 y 1970,en un clima político totalmente diferente al actual. Gerratana buscaba que los Cuadernos no parecieran demasiado abruptos, hostiles o demasiado inacabados para el acceso de la militancia. Entonces lo que hace es realizar una edición de los Cuadernos del 1 al 29 pero optando por una solución de normalización del lenguaje, de la sintaxis, como si estos fueran ya un libro acabado. Mientras que los escritos de Gramsci en la cárcel son mucho más provisorios.
En este marco se entiende, por qué Gerratana no publicó los cuatro cuadernos sobre traducciones, ni las traducciones que se encuentran en los otros cuadernos, porque las consideró como algo que estaba fuera del interés del militante. Es necesario aclarar que mi comentario es mirando esto desde la actualidad: hay muchísimas cuestiones que ahora sabemos que Gerratana no vio, no podía ver, no le interesaba, porque por fin entonces no había datos suficientes. Los comentarios a los escritos de Gramsci que están disponibles hoy nos explican muchísimas cosas más sobre el texto, nos permiten interpretar muchísimas frases dentro del mismo. Por otro lado, en 2007 han sido publicados ya los Cuadernos de traducciones:así tenemos 400 páginas inéditas.
Y otra diferencia, entrando más en los aspectos filológicos, es que Gerratana no consideró el método que Gramsci utilizó para escribir. Gramsci tenía un método muy riguroso: a pesar que sus escritos eran provisorios e inacabados, tienen como base un método muy sistemático. Él distinguía entre diversos elementos de su trabajo: uno eran los cuadernos de traducciones, otro elemento los cuadernos mixtos o misceláneos y otro eje eran los cuadernos especiales o monográficos. Gerratana mezcló todo, no incluyó los cuadernos de traducciones y luego ubicó los Cuadernos del 1 al 29 como si fueran todos iguales. No son iguales, Gramsci distingue de manera muy rigurosa entre lo que es un cuaderno mixto y lo que es un monográfico.
En la Nueva Edición Nacional, en un primer momento se publicó el primer volumen, con los Cuadernos de traducciones.Ahora en octubre se publica el primer tomo del segundo volumen, los Cuadernos mixtos, y enseguida saldrá el tercer volumen con los Cuadernos monográficos. Esto nos da la idea de cómo hay una estructura en los Cuadernos:una estructura dinámica, porque no es una obra acabada. Entonces es una estructura que muestra como realmente Gramsci fue escribiendo en el tiempo.Por último, hoy en día se habla mucho de la categoría de traducibilidad de los lenguajes, que es una categoría que explica muchísimo de lo que es la filosofía de la praxis, su originalidad. Gerratana ni siquiera lo puso como entrada en el index analítico de los Cuadernos. De esta manera, existen con la edición de Gerratana no solo divergencias filológicas sino también interpretativas sobre cómo hay que leer a Gramsci.
DL: Hace un rato, usted hablaba de la vigencia que tienen en la actualidad ciertas categorías elaboradas por Gramsci, especialmente nombraba la relación entre Estado y sociedad, ¿qué actualidad tienen hoy estas categorías para pensar la situación europea, especialmente teniendo en cuenta el contexto de crisis económico-financiera que atraviesan hace casi una década?
FF: Bueno, yo hablaba antes de esos rasgos nuevos, de esta realidad que se va delineando. Lo que se va delineando es lo que Gramsci llama el «momento corporativo», pero no en el sentido de algo que no es ético-político sino en el sentido de una nueva forma de orientación de la sociedad y en relación a la política. Este «corporativismo», es una cuestión que pasa por toda Europa, y Gramsci ve como el corporativismo se va afirmando también en otros lugares, como en Estados Unidos. Él ve un ciclo nuevo de la sociedad, donde se reconfigura el lazo social, se establecen nuevas formas de mediación entre la economía y la política, que no se reducen al Parlamento. Porque, según Gramsci, el Parlamento se encuentra ya en su tiempo en un lugar casi periférico.
En mi opinión, esto inaugura toda una reflexión que luego se siguió profundizando, por parte de autores que incluso no son gramscianos, sobre las nuevas formas de la política, intentando responder ¿dónde está la política si no está en el Parlamento? Esto implica, por un lado, el debate sobre la cuestión de los movimientos sociales, de los grupos de organizaciones que hacen política de manera no oficial, y por otro lado, las formas que el Estado asume como reacción a esta forma de difusión de la política. En lo que Gramsci llama “guerra de posiciones”, creo ver una intuición de cómo se ha hecho política en el siglo XX y cómo se hace política todavía. Gramsci considera ya en su tiempo al Parlamento como algo que está marginalizado y esta es una cuestión al respecto de la cual no se ha vuelto atrás, incluso cuando se crearon después de la guerra en Europa nuevas estructuras muy fuertes de partidos políticos, parlamentos y constituciones.
Pensando en Italia que se constituye por primera vez como república, por ejemplo. Todo esto se creó sobre la base de la existencia de unos cuerpos intermedios que eran las corporaciones y que eran muy fuertes. Entonces la misma estructura parlamentaria post-bélica se creó sobre la base de una estructura corporativa de la sociedad que no había desaparecido. Y lo que se puede ver hoy es un paso más adelante, que es el intento de liquidar todos los cuerpos intermedios posibles, sobre todo los sindicatos, y el renacimiento de formas de políticas carismáticas. El resultado es como una oscilación entre estos dos momentos. O sea, el elemento populista-carismático, que hoy en día en Europa es muy fuerte no es algo que excluya el otro elemento, simplemente es el intento de liquidar la otra parte que permanece como problema.
En todo esto, la cuestión realmente nueva es que se ha sobrepuesto a todas estas dinámicas la Unión Europea, que nació de manera muy débil, de manera muy gradual, y que luego, desde el momento en que se creó la unión monetaria en adelante, se ha convertido en un centro de poder muy fuerte y de manera bastante rápida. Y efectivamente la moneda funciona hoy en día como instrumento político en las manos de las oligarquías, para liquidar los cuerpos intermedios. Yo no creo que se pueda conseguir, que se pueda llegar hasta el punto de liquidar de manera definitiva, porque las sociedades europeas, como la estadounidense, siempre intentan producir estos elementos de auto-organización. Pero efectivamente la Unión Europea ha producido este nuevo nivel del conflicto que tiene la ventaja enorme que no se presenta como conflicto político, se presenta como una racionalidad neutra frente a intereses particulares.Efectivamente se trata de un problema nuevo, que sin embargo en mi opinión se puede llegar a entender a partir de Gramsci, teniendo en cuenta esta idea de que el conflicto oscila entre una sociedad corporativa y las derivas carismáticas y populistas.
Una noción muy importante que Gramsci desarrolla en los Cuadernos, es la relación entre lo internacional y lo nacional, y esto también nos sirve porque él considera la nación como un elemento que se constituye como particularidad, o sea, como interpretación particular de procesos globales. Una nación no existe como tal, siempre es un momento de articulación específica, en un idioma nacional de procesos globales. Eso puede pasar de manera más pasiva o más activa, según la capacidad de la clase dirigente, de colocar a una nación en estos procesos de manera más o menos ventajosa.Esto también tiene que ver con la historia de la nación, si tiene materias primas por ejemplo. Pero es una cuestión fundamentalmente política, no de carácter “natural”. Esta categoría «nacional-internacional», la determinación específica de procesos locales, globales, es increíblemente útil para interpretar lo que está pasando con este nuevo nivel del conflicto en la Unión Europea.
Porque la Unión Europea se presenta como algo que no es ni supranacional ni deja a los Estados nacionales como soberanía. A partir de esto se crean conflictos como los que expresan los populismos de derecha en Europa, que paradójicamente reivindican una democracia local, o sea, volver a tener el poder en las manos del pueblo,pero de manera solo regresiva, porque no se consigue articular esto en una relación entre nación y dimensión internacional, y esto, a su vez, porque existe esta dimensión intermedia que es la Unión Europea, que complica la relación.
Y la cuestión realmente nueva en Europa es que se está intentando por fin, crear movimientos de este tipo, o sea, que interpretan la cuestión nacional-internacional a partir de la democracia del pueblo, construyendo un populismo en este sentido, no desde las ideas de derecha. Por ejemplo los casos de Podemos y Syriza. Podemos ha nacido intentando reivindicar desde la izquierda la dimensión del pueblo-nación contra el secuestro de la política por parte de la Unión Europea. Y no es por casualidad que Syriza y Podemos, a través de una serie de mediaciones, recuperan a Gramsci.
DL: Usted recupera las experiencias de dos movimientosque en España y Grecia incorporan a Gramsci para pensar estrategias políticas pero ¿cuál es la recuperación de Gramsci desde el campo político italiano en la actualidad?
FF: Si tú preguntaras por España, podría decirte algo más interesante. En Italia es muy poco lo que hay de recuperación de Gramsci en el plano de la intervención política. Hay intelectuales, como Toni Negri sobre todo, que de manera muy generosa realiza propaganda de una determinada actualidad del pensamiento de Gramsci. Pero es una política al final de intelectuales. Por otro lado, hay un desinterés casi completo en lo que queda de los partidos políticos italianos respecto a Gramsci. Sí podemos encontrar el interés por parte de algunos individuos, incluso en el Partido Democrático (PD), por ejemplo. Pero no hay un discurso que pueda convertirse en una estrategia política que tenga algo que ver con Gramsci.
La idea que Matteo Renzi, el ex Primer Ministro que es el Secretario del PD en Italia, pueda ser el equivalente a Pablo Iglesias me parece que no es posible. Diría que no, desde la mera descripción de la realidad. Otra cosa sería decir que juega un papel equivalente, planteando que así como Iglesias está en España, y España está en la Unión Europea, Renzi está en Italia e Italia en la Unión Europea. Hay quienes lo dicen, quienes consideran que es posible hablar de esto. Yo no lo creo por muchas razones. Primero porque Renzi se ha limitado a hablar de la izquierda,ha intentado crear unas medidas mínimas para tener una cara más democrática, pero en realidad lo que ha hecho es trabajar con los que ya tienen el poder, los bancos, por ejemplo, y ha hecho una reforma del mercado de trabajo de carácter neoliberal. Y luego, por otra parte, ha anunciado grandes reivindicaciones de la dignidad italiana en frente a la Unión Europea como una política progresiva,pero no se ha visto nada todavía y no creo que se vaya a ver.
Entonces diría que, a pesar de todos los esfuerzos que se pueden hacer para encontrar algo, no hay mucho en Italia. Algo de Gramsci hay en movimientos sociales nuevos o no nuevos que son los que trabajan hoy en Italia más a nivel de base. Pero es el Gramsci más bien, para decirlo en una palabra, postmoderno. Esto pasa, porque en Italia hubo realmente una fractura, de veinte años aproximadamente, que son importantes para las nuevas generaciones que se van formando:en estos veinte años no se habló de Gramsci, y ahora, que se ha vuelto a retomar el discurso, Gramsci vuelve en este traje “postmoderno”.
DL: En América Latina, ¿cuál ha sido la recepción y los usos de Gramsci?¿Quiénes considera que han sido los principales referentes y qué aportes han realizado?
FF: En este caso, mi visión es mucho más parcial a pesar del hecho que tengo un gran interés por América Latina. En los últimos años,en Italia se ha empezado, por fin, a estudiar de manera más sistemática y a documentar lo que han sido y son las lecturas latinoamericanas. Por ejemplo, en octubre del 2014 la IGS celebró en Roma un gran seminario sobre Gramsci en América Latina, con representantes que venían de Argentina, Brasil, México, Uruguay y Colombia. Fueron tres o cuatro días de ponencias y discusiones muy animadas. A su vez, la Fondazione Gramsci ha publicado en 2011 un libro sobre Gramsci en América Latina, que es una selección de textos que documentan recorridos en varios países.
De manera más general, Gramsci siempre se ha leído gracias a interferencias múltiples. Por un lado, la idea de Europa-América, o sea, cómo leer desde América del Sur, o América Latina, a Gramsci. Esto es algo que los intelectuales latinoamericanos siempre han tenido como un gran problema. Y por otro lado, el tipo de interpretación de Gramsci para la praxis política que se realizó en América Latina es muy peculiar e interesante.
Gramsci era exponente de la Tercera Internacional, del Partido Comunista Italiano. Sin embargo, llegando aquí se ha creado una interpretación de su pensamiento que no necesariamente encajaba con la política de los partidos comunistas latinoamericanos. Desde una lectura que comprende la relación centro-periferia se han producido interpretaciones muy interesantes. Un momento fundamental ha sido el que va de “Pasado y Presente” hasta México. O sea, el momento en que, por un lado estos dos ejes, la cuestión continental y la cuestión del espectro político, se han enfocado de manera muy clara. Pienso sobre todo en Los usos de Gramsci de Juan Carlos Portantiero y en La cola del diablo de José Aricó.
Y por otro lado se ha entendido, gracias a este movimiento, de manera clarísima, cómo la hegemonía era una estrategia que permitía pensar el movimiento político activo, de fuerzas políticas que se iban creando. Estos autores analizaban no solo lo que pasaba y que era trágico en los años 1970, sino también que a partir de las categorías gramscianas proyectaban el futuro. Esta situación la relaciono con lo que pasaba en México a principios de 1980, no es por casualidad que de una instancia como el Seminario de Morelia salieron tanto Aricó, Portantiero, De Ípola, como Laclau, que luego desde Europa desarrolló un salto teórico y terminó definiendo a la hegemonía de una manera totalmente nueva.
Yo tengo mis preferencias por los análisis de Portantiero; no todos sus escritos, claramente. Me inclino por el Portantiero de Los usos de Gramsci, es decir por una etapa de su devenir, en que él de manera más clara y con más autoconciencia ha enfocado su propia lectura en términos problemáticos y ha pensado las posibilidades de inscribir las categorías de Gramsci en una dimensión estratégica. Portantiero justifica la lectura desde Argentina gracias al hecho de que Gramsci es un autor que se ocupa de la semi-periferia, de los Estados del capitalismo periférico y por analogía, esto se puede trasladar a Argentina. Ahora, esto me parece más bien un subterfugio que un verdadero avance teórico. Esto es como una especie de intento de justificar delante de su público el hecho de que sí era posible leer a Gramsci desde este continente.
Cuando Portantiero indaga en la obra de Gramsci, es ahí que consigue resultados originales y se mueve de una manera totalmente innovadora, respecto a lo que eran las lecturas posibles, mostrando cómo la política juega un papel constitutivo, lo que en Gramsci no se encuentra de manera tan directa. Entonces esto es un avance teórico fundamental. Pero lo más interesante es que en la interpretación de Portantiero la política es un elemento constitutivo,pero sin perder la cuestión de la economía. Una cuestión que Laclau sí perdió de vista porque él neutralizó la cuestión de la economía.
Lo importante en Portantiero es esa capacidad de hacer un salto teórico, pensando – por decirlo de alguna manera laclausiana– la política como ontología de lo social, sin perder la cuestión de que la política está también dentro de la economía, que no se pueden separar.
Portantiero logra esto utilizando la noción gramsciana de “relaciones de fuerza”. Él es uno de los primeros que le da esta importancia a dicha categoría, lo que le permite analizar todos los niveles juntos, desde la economía hasta la cultura, incluso las organizaciones militares de fuerza, pero teniendo todo bajo el régimen de praxis, de las prácticas. Desde esta mirada no hay algo que está fuera de la política y al mismo tiempo hay elementos específicos. Él describe las relaciones de fuerzas económicas-sociales, como una especie de marco dentro del cual es posible moverse. En síntesis, Portantiero da indicaciones importantes sobre cómo es posible salir del determinismo sin llegar a una idea de coyuntura como un evento metafísico, en el sentido heideggeriano, que es lo que veo más en Laclau.
DL: En algunas de estas lecturas latinoamericanas que usted nombrase le otorgó una gran importancia a la idea de lo nacional-popular ¿Cómo considera que se interpretó la categoría gramsciana de lo “nacional-popular” en estos análisis?
FF: Bueno, lo nacional-popular es una categoría aparentemente anodina, que se basa en la idea de que no ha existido un pueblo, que por lo tanto hay que crearlo; y como la burguesía no ha conseguido hacerlo, la clase obrera tendría que hacer lo que la burguesía no ha hecho. En realidad no es así. Porque la idea es que hay que activar el pueblo – o mejor dicho convertir la pasividad de un pueblo que ya se ha activado pero que ha sido subalternizado en actividad política – gracias a experiencias fuertes colectivas, y esas experiencias fuertes son la experiencia directa de la democracia en acción. Una idea muy movimentista, que es algo que tiene que acontecer para que las estructuras del Estado que están allí para bloquear, para controlar, se queden fracturadas.
Esto es justamente lo que está en la base de las lecturas latinoamericanas en términos de populismo. El precio que se paga es que no siempre en estas lecturas se ve que es necesario fracturar estas estructuras del Estado, es decir, no solo ocuparlas, sino también cuestionarlas, criticarles su verticalidad constitutiva. Desde las estructuras hay que cuestionar de manera más radical al Estado. La utilización de lo nacional-popular ha sido un gran avance en las lecturas latinoamericanas, pero no siempre tuvieron en cuenta el hecho de que la cuestión del poder no se define sólo gracias a una activación de masas, que es lo que en Argentina siempre ha pasado. Gramsci ha ayudado a analizar mejor esta situación, pero se trata de un elemento casi natural orgánico de la política argentina. Pero estas masas activadas tienen que consolidar este poder de manera nueva, no solo ocupando el Estado, sino también “discutiéndolo”, y en este sentido Gramsci es muy útil.
La gran diferencia, en mi opinión, entre Portantiero– siempre hablando del momento específico de Los usos de Gramsci – y la mirada de Laclau es esta. Mientras Laclau está más en la línea de una activación puntual, en un sitio, en un evento, Portantiero le dedica un lugar muy importante a los consejos de fábrica, como momentos de auto-gestión, que es una forma básica de cuestionar la estructura del poder estadual.
DL: Este año se cumplen cien años de la Revolución Rusa, y Gramsci, como contemporáneo a la Unión Soviética, intentó plantear debates sobre la orientación de este proceso con la Tercera Internacional: ¿cuáles de esas observaciones le parecen que fueron importantes y en algún sentido fueron desoídas y nos permiten entender el devenir final de la Unión Soviética?
FF: Esta es una pregunta muy compleja, que voy a tener que simplificar de manera radical. Gramsci siempre se consideró como un militante de la Tercera Internacional. Es más, como un comunista en la época de Stalin: nunca cuestionó ese punto. Y porque se consideraba como tal, consideraba que también era su tarea, poner en guardia y criticar desde el interior del Partido Comunista. Irse de la III Internacional hubiera sido para él un error político enorme.
Entonces ¿cuáles son sus críticas fundamentales, las cuestiones que él planteo, y que pueden verse en la historia siguiente?La crítica es que no es suficiente proclamar, hay que hacer. Entonces sobre el fin del Estado, que es un tema repetido hasta el cansancio entre la dirigencia de la Unión Soviética, Gramsci plantea que hay que hablar menos de esto y practicarlo más. Es decir, construir un punto de equilibrio complejo, de carácter hegemónico, entre el partido, el Estado y la sociedad, que era muy difícil de conquistar en la situación internacional en la que se encontraba la Unión Soviética.
Hay que entender que la URSS siempre estuvo en una situación de asedio por parte de otras potencias desde que nació hasta cuando murió. Lo que Gramsci planteaba era la necesidad de un punto de equilibrio entre el carácter estadual del Partido y su carácter de Partido, es decir de “parte” de un todo. Volver al pluripartidismo habría significado para Gramsci una regresión seguramente. En ese momento era un progreso la constitución de un partido que era al mismo tiempo un “soberano” y un actor político, un protagonista de la lucha política. Pero esta es una dialéctica política muy compleja, y no se puede decir que en la historia de la Unión Soviética hayan faltado estos momentos en que se intentó democratizar el poder, incluso durante el primer Plan Quinquenal. No se puede decir, que desde el interior de la Unión Soviética haya faltado del todo este tipo de sensibilidad; pero claro, no se consiguió como resultado final. Se le otorgó demasiada importancia al “plan” en su carácter económico y no en su dimensión cultural, o sea, entendiendo la revolución de una forma más integral.
De hecho, la vida en la Unión Soviética era una vida bastante gris: aparte de los primeros decenios, no se hizo mucho para poder hacer este salto hacia adelante; hacia algo que no era simplemente la gestión de la estructura económica de manera planificada y esto fue un problema. Gramsci, pocos días antes de morir, encargó a su amigo Piero Sraffa que escribiese una petición a la justicia italiana para poder expatriar e irse a la URSS, porque acababa justo de terminar su período de detención. ¿Qué habría pasado si lo hubiera conseguido? Esto no podemos saberlo. Pero no creo que hubiese sucedido lo que algunos dicen, que lo habrían fusilado. No creo en todas esas versiones. Esta es una imagen decididamente caricatural de lo que era la vida en la URSS y de la situación de Gramsci como dirigente, como una de las figuras más importantes de la Tercera Internacional.
